CARD Was Founded on 11th, September 2011 by the Episcopal Church of South Sudan, Diocese Wau and Registered By South Sudan Relief and Rehabilitation Commission (RRC) As National Non- Profit Organization under Chapter 3, Section 10 of NGOS Act, 2016, With Reg No.063
In 2017, April CARD was endorsed and commissioned as Development wing of the Episcopal Church of South Sudan, Northern Bahr el Ghazal Internal Province, by the Primate and Archbishop of the Episcopal of the Church South Sudan, the Most Rt. Rev. Dr. Daniel Deng Bul

Andrew Apiny Macham Executive Director. He is South Sudanese holding Degree in Development Studies from Africa International University, Nairon- Kenya and BA in Religious/Christian Counseling from Logos University Jacksonville, Florida USA.

Reverend Andrew Apiny is a Pastor of Luo Congragation in ECSS -Wau at the same time he serve as Assistance Provost at Goodsheperd Cathedral Diocese of Wau- The Episcopal Church of South Sudan.
Andrew Apiny he is admitted at the Uganda Christian University pursuing Master Degree in Development Studies.
Andrew Apiny he is technical person at CARD expert in project proposal writing, he has an ample considerable experiences in project planning, design and project management, he has managed many projects for many years funded by big different donors among are European Union, CORDAID, NCA, ACF, Barnabas funds and HART among others.
